Keeping Children Safe in Education September 2018
The latest draft version of Keeping Children Safe in Education (KCSIE) was published in May and comes into force on the 3rd September https://www.gov.uk/government/publications/keeping-children-safe-in-education--2
Whilst we are expecting further updates to be included in the final September version it is unlikely that there will be any significant changes. The final version will include updates from a number of recent consultations but from a school’s point of view we would recommend that you plan your September safeguarding update training on the basis of the draft guidance and perhaps follow this up with a staff briefing soon after to raise awareness of any new information. This will also provide you with an opportunity to check if there are any concerns now that staff have had time to reflect on the new guidance and settle into the new academic year.
Staff induction, which includes safeguarding, is always an area that is explored by Ofsted. Staff tend to be bombarded with information at Induction and several headteachers now adopt the practice of following up staff initial induction briefings with a one to one between the new member of staff and the DSL to check that the new member of staff has taken on board all the key information re policies and procedures at the school. This also as gives the new member of staff an opportunity to feedback any concerns they have or anything they have noticed which may need to be explored further. A fresh pair of eyes is always useful as it’s very easy to do what we always do without question when our roles are so busy and demanding.
The key headlines from the new guidance include:
- A key focus on vulnerable children (SEND, Looked After and previously looked after)
- Updated Sexual Violence and Sexual Harassment Guidance. Key points included in KCSIE so now statutory
- 4 new topics in Annex A – children in the court system, homelessness, county lines, children with family in prison
In gearing up for compliance with the new KCSIE schools may like to consider the following suggested action points:
- Update your Safeguarding/child protection policy and personalise it to your school/setting
- Plan your staff training to include the new topics and ensure all staff know how to recognise, record and report concerns. Ensure your training also includes information about online safety including recognising the additional risks for children with SEND
- Think about how your school systems recognise children who may especially benefit from early help i.e. those with SEND, young carers, children frequently missing/missing from care or home, those misusing drugs or alcohol, children with challenging family circumstances e.g. substance abuse, adult mental health problems, domestic abuse, returned home to family from care
- Ensure that staff know that concerns about a child’s welfare should be acted upon immediately
- Check that there is more than one emergency contact number for each pupil
- Create and complete risk assessments for volunteers
- In MAT’s check that all Section 128 checks have been completed for any departmental heads
- Obtain written confirmation from Alternative Providers that they have completed relevant safeguarding checks
- Check any future home-stay arrangements include Enhanced DBS checks for parents where overseas pupils stay
- Make sure the role of Deputy DSL is explicit in their job description
- Review the use of disciplinary measures e.g. restraint / isolation with SEND pupils
