Professional-quality clerking is about much more than taking minutes to record the discussions and decisions of the board. It is also about providing governing boards with expert advice on governance, procedures and compliance and directly contributing to its efficient conduct. The voluntary nature of governance makes it all the more important that boards conduct their business efficiently to make the best possible use of everyone’s time. Professional clerking has a vital role to play in meeting the administrative and procedural requirements of boards and enabling efficient and effective discussion and decision making.
The clerk will provide:
• administrative and organisational support;
• guidance to ensure that the board works in compliance with the appropriate legal and regulatory framework, and understands the potential consequences for non- compliance; and
• advice on procedural matters relating to the operation of the board.
The clerking service for governing bodies was launched by Strictly Education 4S in September 2003.
The clerking service is delivered to schools under a service level agreement (SLA) and tailored to meet the schedule of their meetings and structure. The SLAs have the potential to be unique and each clerking deployment needs to be flexible enough to meet governing body requirements.
The 2021/22 Clerking Service Core SLA provides clerking support for governing body meetings (three with Level 1 SLA or four with Level 2 SLA). Additional governing body and/or committee meetings can be added to enhance the level of service.
All clerks undertake regular professional development to maintain their skills and knowledge and clerks new to the service will participate in a relevant training programme to develop their role as a professional clerk. We arrange face to face introductory meetings between the Headteacher, Chair, Clerk and Strictly Education 4S Clerking Services Manager. Temporary cover is organised if the clerk is absent or unwell or if an unscheduled meeting is arranged.
